The Metropolitan Water District’s massive $340-million turf rebate program — which helped thousands of Southern Californians rip out their lawns in favor of drought-tolerant landscaping — was plagued by poor planning and oversight by the agency, a new audit found. The findings represent perhaps the most scrupulous examination of the popular but costly lawn removal program, which was designed to help urban Californians sharply reduce their outdoor water use during the drought. As a result, MWD auditors concluded that the agency may have overpaid a contractor tasked with inspecting turf replacements, and that the contractor also may have failed to perform some critical inspections it was required to carry out. The rebate program was a key element of California’s drought response, and officials say it helped residents conserve water.

Cherokee Nation Attorney General OKs Same-Sex Marriage After Previous Ban

Like my nation is doing something for all its people,” she said from her home in Locust Grove, about 20 minutes from the tribe’s headquarters in Tahlequah. Marriage is definitely in their future, King said. “But our constitution incorporates the provisions of the US Constitution, and the Supreme Court (of the United States) has since made its ruling.”
A member of the tribal council disagreed with the decision and told the newspaper that he expected the council would still support the 2004 law. He said the tribe’s constitution protects certain fundamental rights, among them the right to marry. “This is just another way we can incorporate her heritage into our lives and are thankful for opportunity,” King said. The US Supreme Court ruled by a 5-4 vote in June 2015 that states cannot ban same-sex marriage. “I have been really proud of my Cherokee heritage and to be able to get a marriage license is just awesome.”
King, who said the couple met at a church softball game about four and half years ago, said she was excited to hear about the ruling. “We’ll have to get together and talk about it,” Don Garvin told the newspaper. The Cherokee Nation website says that with more than 317,000 citizens, it is the largest sovereign tribal nation in the United States. 35.007752
-97.092877 “The constitution affords these rights to all Cherokee citizens, regardless of sexual orientation and the Cherokee Nation, or any subdivision, must recognize validly issued civil unions, same-sex marriages, and same-sex domestic partnerships from other jurisdictions,” the opinion says. Kelli King was driving home from work Friday, listening to the news on the car radio, when she got a very nice surprise. “It was adhering to past Cherokee law,” Chad Smith said, explaining why he signed the law 12 years ago. It’s been discussed in the past but they wanted to wait for it to be legal. “I think its awesome,” Nunley told CNN. “I was really excited and really proud to be a Cherokee. Attorney General Todd Hembree’s opinion specifically says two sections of the 2004 Cherokee Nation Marriage and Family Act are unconstitutional. Nunley said she’s just waiting for someone to pop the question. The man who was chief in 2004 told the Tulsa World newspaper that he supported Hembree’s opinion. “It’s probably not too far off now,” she said. A ban on same-sex marriage involving members of the Cherokee Nation was overturned by the tribe’s attorney general in an opinion issued Friday. King called her girlfriend, Brittany Nunley, who is Cherokee and shared the good news. Nunley said after it became legal in Oklahoma in 2014 and then nationwide through the landmark Supreme Court decision, she wondered whether the Cherokee Nation would also reverse itself.

Secret Santa Pays Off More Than $46K Worth of Layaway Items at Pennsylvania Wal-Mart

“Some individuals were just brought to tears when they were notified about it,” Kennedy said. This time it did,” she wrote. “It was definitely a great gesture. “I have heard of this happening in larger areas, but nothing exciting happens in our small town. During the holiday season, many people will use layaway to pay off Christmas presents over time so they don’t have to buy all of them at once. She said, ‘You’re going to want to hear the message for yourself, so I said, ‘Am I going to be upset or mad?’ and she said, ‘It’s going to make you cry.’ So I walked upstairs and it was Wal-Mart saying that our Christmas layaway can be picked up and that it was completely paid for.”
Everett is a town in Bedford County and has a population of about 1,700, according to census data. Kennedy hasn’t met Santa B, but he would like to know what made the individual donate. Lewis Nancy Smith posted on Facebook about how thankful she was for the surprise gift to their small town. Kennedy had heard of a Secret Santa paying off Wal-Mart layaways in the state before. “I would just be curious as to what made them choose us, and let them know how grateful we are for the gesture, and how much it meant to the customers that we have been able to serve,” he said. He especially did not anticipate Santa B offering to pay off the entire cost of his store’s layaway items. “Well, my daughter played the message before I got there,” shopper Christa Morton told CNN affiliate WJAC. Kennedy said that many of the items that were paid off by Santa B were Christmas presents. “I asked if anyone called. When Ryan Kennedy, Wal-Mart store manager in Everett, Pennsylvania, answered a phone call from an anonymous “Santa B” last week, he didn’t expect anything out of the ordinary. They paid off the layaways at two Harrisonburg stores last year and at a Mechanicsville location in 2014, according to Kennedy, but he didn’t expect them to pick a small town like Everett. I was completely shocked.”
Santa B told Kennedy that the jolly elf wanted to pay off all of the layaway items on hold, totaling $46,265.59. Not all Christmas surprises come in large packages. After Kennedy spoke with the anonymous caller, the two arranged a time for another individual connected to Santa B to drop off the check. 40.011471
-78.373348 Kennedy and his store received the check on Wednesday and started calling the 194 people with layaway accounts to tell them they had been paid off. “It was complete disbelief,” Kennedy told CNN. Some of the biggest ones can come in the simplest phone call. Layaway allows customers to put items on hold at the store and pay them off over a certain amount of time.
